ACT’s strategic intent is always to reduce cost and increase quality and efficiency. While per-item charges are an important metric, our goal is to help our clients achieve the lowest all-in cost. The most expensive part of discovery is document review: Our studies of detailed billing statements have shown that 75% to 90% of the all-in cost comes from attorney document review.
Costs associated with document review can be reduced substantially by reducing the number of documents in the population and then organizing the remaining documents to accelerate review. No technology as yet can completely replace document review by legal professionals. At ACT, we augment our technological services by providing dedicated attorney review by our full-time employees in the Philippines.
The Philippines
Our centers in Manila, Legaspi and Cebu, Philippines are ISO 9000 certified and include 19-inch dual-screen workstations, scalable architecture and a high level of physical and technical security. All document review is accomplished by full-time employees following Six Sigma (DMAIC) and Statistical Process Control (SPC) principles. Our on-site management focuses on oversight and integration with lead counsel and provides specifications, training and ongoing quality assurance.
ACT has established our review centers in The Philippines to leverage its high cultural compatibility with the United States, including
- Its status as a former US colony from 1898 to 1946
- Government, business and educational systems modeled on their US equivalents
- English is primary language with a literacy rate of 95%
- A constitution and legal system based upon that of the United States
- Philippine law graduates are immediately qualified to take US bar exams in New York, California and Virginia
- Strict bar exam standards (25% pass rate) ensures a rich supply of well-qualified law graduates for document review work
